The District is proposing to adopt a new sewer capacity fee for auxiliary dwelling units that are added onto an existing residence or are constructed as a detached structure (“ADUs”).The proposed sewer capacity fee for ADUs is based on the study prepared by Tuckfield & Associates dated March 2016, a copy of which is on file with the District and is available for public review. The study recommends that, in accordance with recently enacted legislation, the capacity fee for ADUs be calculated based on drainage fixture units (“DFUs”). For ADUs with up to 15 DFUs, the capacity fee would be equal to 74% of the capacity fee applicable to a single-family residence. An additional capacity fee would be payable for ADUs with more than 15 DFUs. In addition, the capacity fee for ADUs would be subject to the District’s existing ordinance provisions under which capacity fees are adjusted annually in accordance with the Engineering News Record Construction Cost Index National Average.
